It is a simple matter of supply and demand. There are plenty of good or shall I say good enough running back and not evev 10 or 15 good quaterbacks why?
well first, running back, hockey goalie, and soccer goalie are the most developed position in sports. You start when your a kid till you retire. Is what you have to know at 10 going to be different at 25?
At QB you have to not only be tall, have arm strength and accuracy they get to hit you and if they are good at it they pay them a lot of money, the nerve.
Also with everyone becoming more aware of concussions it may influence parents of athletically inclined prodigy away from football or at least the Quarterback position.

The second part of this point is the type of money that baseball high draft picks are getting and that is also having an effect now, however because this is guaranteed money going out the door for someone who never make it to the majors the top 12 rounds have a pool now might subside that some.
Finally, Non Guaranteed contracts of the major sports football is the one sport that doesn't guarantee its contracts, A mediocre baseball player can make more money guaranteed than a staryer in the NFL. Keep in in mind you can't go to the NFL until after 3 years in college beforen a football player can legitimately see a dime.
actually one more thing, you had mentioned in 38 most teams drafing running backs and I inferred its about supply and demadt. There where 10 teams then/ Well by the time I came of age there where 28 teams and now 32 teams. If there were only 10 teams I suspect there would be no talk of bad QB play.
